That "appointed members" at Level 1 will be appointed by
the Regional Committees from members capable and who are already members with a Grading Level 2 or above

The Rules Forum for Level 2, which can be attended by anyone, will be
organised by or on behalf of the National Coaching Chairperson of the
WHUA. currently Don Adams;

That the Grading Committee will be responsible for setting examinations
and appointing markers for the theory test at Level 2;

That the Grading Committee will approve the list of "appointed
member" for Level 2 and above;

That Regional Committees will organise the process for upgrading for all
levels up to and including Level 3. The watcher(s) and games for Level 3
must be arranged with either the Grading Chair or Appointed Person. The
"Appointed Person" will be appointed as necessary to assist the
Grading Committee and will be notified to the Regional Secretaries;

That the National Appointment Committees will appoint the
"watchers" for the grade of National Umpires.

The National
Appointments Committees will notify the Chair of Gradings of any
recommendation for upgrading to National Grade. The Chair of Gradings will
then notify the umpire accordingly;

That the Regional Secretaries will confirm to the candidate their
success or failure to achieve Level 1 and if successful, issue the candidate with a Level 1 Certificate upon payment
of their membership fee which must immediately be sent to the Treasurer/Membership Secretary. The Regional Secretary
must them inform the National WHUA Secretary/Membership Secretary who will include them on the membership list.

That Regional Secretaries/Membership Secretary will inform the Chair
of Gradings of the recommendation for upgrading at Level 2 and Level 3. The Chair of Gradings will notify the
National WHUA Secretary/Membership Secretary and the umpire(s) of their upgrading;

That candidate fees, as decided by the WHUA National Executive Committee,
will be collected by the Regional Secretaries and forwarded to the WHUA
National Treasurer/Membership Secretary;

That claims for grading expenses will be made by the "appointed
member", on the prescribed form, and be sent direct to the WHUA
National Treasurer;

That any appeal will be made in writing to the Chair of Gradings who will
set up an Appeals Committee. The decision of the Appeals Committee will be
final.
